Lindungi Anak: Larang iklan, promosi dan sponsorship rokok!

Jakarta, Awal Agustus 2008 ? Permohonan maaf dan negosiasi ulang yang dilakukan pihak Alicia Keys, atas keterlibatan A Mild Live Production dalam konser musik As I Am World Tour 2008 di Jakarta, merupakan sikap dan keberpihakan yang jelas sebagai seorang artis terhadap upaya perlindungan anak dari dampak tembakau, dimana masalah tembakau sudah merupakan epidemi global. Alicia Keys menolak konser tunggalnya dimanfaatkan sebagai sarana mempromosikan rokok kepada masyarakat dan anak-anak di Indonesia, karena secara tidak langsung akan membantu perusahaan rokok membangun imej dan mempromosikan produknya .

Keterlibatan para artis di Indonesia dalam berbagai kegiatan yang disponsori perusahaan rokok, adalah fenomena umum bahkan cenderung menjadi ketergantungan, seolah-olah kalau tidak ada industri rokok maka industri musik di Indonesia akan mati. Ini adalah mitos yang memang dihidupkan industri rokok untuk menciptakan ketergantungan dunia musik -yang dekat dengan anak dan remaja- kepada industri rokok. Hasil pemantauan yang dilakukan Komnas Perlindungan Anak pada Januari ? Oktober 2007 terdapat 378 kegiatan musik yang disponsori industri rokok. Akan tetapi keberpihakan Alicia Keys atas anak-anak di Indonesia dan kepatuhannya terhadap peraturan yang berlaku di negaranya yang mengikat warganya dimanapun berada meruntuhkan mitos-mitos tersebut.

Komisi Nasional Perlindungan Anak, tetap konsisten menyerukan pelarangan menyeluruh iklan, promosi dan sponsor rokok sebagai upaya perlindungan terhadap Hak Hidup dan tumbuh kembang anak.. Ditinjau dari teori komunikasi persuasif, iklan rokok memiliki kekuatan untuk dapat mempengaruhi penerima pesan iklan rokok, mengingat bahwa :

Pengkondisian untuk merubah sikap dilakukan dengan memilih konteks yang sesuai dengan segmen sasaran, dalam hal ini anak dan remaja
Perubahan perilaku dilakukan dengan iklan yang berulang-ulang melalui berbagai media
Pembawa pesan adalah actor/grup pemusik/idola remaja
Pesan umumnya bersifat visual, bukan verbal. Aspek emosi lebih berperan daripada aspek kognitif (studi empiris menunjukan bahwa pesan visual lebih disukai dan diperhatikan daripada pesan verbal atau tertulis)
Isi pesan membangkitkan emosi menyenangkan, gagah, kuat, trendi, nikmat dan kebersamaan

Studi Penelitian ?Dampak Keterpajanan Iklan Rokok dan Kegiatan yang Disponsori Industri Rokok Terhadap Aspek Kognitif, Sikap dan Perilaku Merokok Remaja? yang dilakukan oleh Fakultas Ilmu-ilmu Kesehatan Universitas Muhammadiyah Prof. DR. Hamka bersama Komisi Nasional Perlindungan Anak, menunjukan 81% remaja pernah menghadiri kegiatan yang diselenggarakan/disponsori perusahaan rokok, dan 29% remaja perokok menyalakan rokoknya ketika melihat iklan rokok pada saat tidak merokok, 8% remaja perokok menyatakan mereka merokok karena mengikuti kegiatan yang disponsori perusahaan rokok.

Pelarangan Menyeluruh Iklan, Promosi dan Sponsor Rokok : Perlindungan Anak Dari Dampak Bahaya Tembakau

Pemantuan industri tembakau yang dilakukan sejak Januari ?Oktober 2007, menunjukkan iklan dan sponsor industri rokok sudah masuk kedalam seluruh sendi-sendi kehidupan masyarakat di Indonesia terutama anak-anak dan remaja. Memperbolehkan iklan, promosi dan sponsor rokok sama saja dengan memperbolehkan promosi penggunaan zat adiktif yang mengancam hak hidup anak. Penelitian kami menunjukkan bahwa iklan rokok dan kegiatan-kegiatan sponsor rokok menimbulkan keinginan remaja untuk merokok yang pada akhirnya menjadi perokok tetap. Oleh sebab itu, sebuah regulasi yang melindungi anak dan remaja dari maraknya iklan dan kegiatan sponsor rokok mutlak diperlukan.

Larangan menyeluruh terhadap iklan, promosi dan sponsor rokok adalah salah satu bentuk upaya pengendalian tembakau yang dapat melindungi anak dari bahaya tembakau. Larangan ini membatasi penanaman norma sosial sejak dini bahwa merokok adalah baik dan biasa. Dengan demikian, jutaan anak-anak Indonesia terhindar dan terlindungi menjadi perokok pemula yang dikemudian hari akan menjadi perokok tetap. Praktek di negara-negara lain membuktikan larangan menyeluruh terhadap iklan, promosi dan sponsor rokok dapat mengurangi konsumsi tembakau oleh anak dan remaja dalam jangka panjang.

Larangan terhadap iklan, promosi dan sponsor rokok hanya akan efektif jika larangan tersebut bersifat menyeluruh terhadap segala jenis dan bentuk iklan promosi dan sponsor rokok. Sudah terbukti bahwa larangan iklan rokok yang parsial atau sebagian tidak berdampak signifikan dalam mengurangi konsumsi tembakau oleh anak dan remaja. Ketika satu jenis iklan dilarang, maka industri rokok akan segera beralih secara maksimal ke jenis iklan lain. Contohnya, di Inggris dan Amerika, iklan rokok di TV dilarang pada tahun 1965 dan 1971 tetapi industri rokok mensiasatinya dengan beralih ke iklan terselubung melalui film, dimana para aktor merokok dan memperlihatkan bungkus rokok dalam film.

Indonesia adalah negara yang iklan, promosi dan sponsor rokoknya paling massif di Asia Tenggara. Hal ini ditunjukkan dari hasil pemantauan industri rokok yang dilakukan oleh negara-negara di Asia Tenggara dimana Indonesia adalah satu-satunya negara yang tidak memiliki larangan iklan, promosi dan sponsor rokok, sementara Kamboja karena telah meratifikasi FCTC (Framework Convention on Tobacco Control-FCTC), negara ini terikat untuk segera memiliki peraturan tentang pengendalian tembakau yang salah satunya peraturan tentang pelarangan menyeluruh iklan, promosi dan sponsor rokok.

Larangan menyeluruh iklan, promosi dan sponsor rokok bukanlah sesuatu yang mustahil untuk dilakukan. Banyak negara-negara lain dunia yang sudah memberlakukan larangan ini. Thailand dan Singapura adalah dua negara di Asia Tenggara yang telah memberlakukan larangan menyeluruh ini.

Industri rokok berargumen bahwa larangan iklan akan berdampak negatif pada bisnis periklanan, media dan ekonomi secara keseluruhan. Berdasarkan praktek di negara lain, hal ini terbukti tidak benar. Hongkong memberlakukan larangan iklan di televisi dan radio pada tahun 1990. Dan pada tahun 1996, keuntungan iklan di dua stasiun televisi terbesar Hongkong meningkat lebih dari 500%. Thailand memberlakukan larangan menyeluruh iklan, promosi dan sponsor rokok pada tahun 1992, dan rata-rata keuntungan iklan meningkat sampai 42% antara tahun 1993 dan 1995.

Larangan menyeluruh terhadap iklan, promosi dan sponsor oleh industri rokok juga tidak akan berdampak buruk kepada olahraga nasional ataupun industri permusikan dan perfilman. Walaupun selama bertahun-tahun sponsor oleh industri rokok mendominasi ajang-ajang tersebut, industri rokok bukanlah satu-satunya industri yang menjadi sponsor bagi ajang-ajang tersebut. Banyak industri lainnya seperti telekomunikasi, makanan, dan minuman yang dapat mensubsitusi sponsor dari industri rokok yang selama ini dominan.

Sebagai negara yang telah meratifikasi Konvensi PBB tentang Hak-hak Anak (Convention on the Rights of the Child) dan memilki Undang Undang Perlindungan Anak No. 23 tahun 2002, maka adalah wajib bagi pemerintah Indonesia untuk menghormati, melindungi dan memenuhi hak-hak anak untuk hidup, tumbuh dan berkembang secara optimal. Pasal 59 Undang Undang Perlindungan Anak menegaskan kewajiban Negara mellindungi anak dari zat adiktif.

Maka dari itu, upaya perlindungan pencegahan anak menjadi perokok pemula, termasuk upaya melindungi anak dari iklan, promosi dan sponsor rokok adalah bagian dari upaya pemenuhan dan perlindungan hak hidup anak. Dan oleh karena itu, demi kepentingan terbaik bagi anak dan untuk menyelamatkan generasi bangsa dari dampak bahaya tembakau, Komisi Nasional Perlindungan Anak menghimbau kepada pemerintah untuk :

Membuat regulasi yang melarang secara komprehensif segala bentuk iklan, promosi dan sponsor rokok.
Mengatur praktek Tanggung Jawab Sosial Perusahaan yang dilakukan oleh industri rokok untuk tidak menggunakan nama merek rokok maupun nama perusahaan.
